Casper Palmano is a Land Tenure Specialist and researcher currently serving as a Senior Advisor for the Salween Peace Park and the Karen Environmental and Social Action Network (KESAN).
His work focuses on securing indigenous and community rights to land, forests, and waterscapes, specifically supporting the Karen people in Myanmar (Kawthoolei) in their pursuit of self-determination. By facilitating community-led environmental governance and the protection of customary tenure, he helps local communities navigate complex resource management and peacebuilding initiatives within the Salween River Basin.
His professional expertise is grounded in a diverse academic background, including a Master’s in Conflict Management and Human Geography from Radboud University, an MA in History from Utrecht University, and a Bachelor’s in International Relations and Modern History from the University of East Anglia. Palmano specializes in legal pluralism, the intersection of state law and indigenous customary systems, and the practical application of customary tenure to protect the land rights of marginalized and indigenous communities.
